The Cavaliers obtained the Clippers' first-round pick from a previous trade on February 24, 2011 that sent Mo Williams and Jamario Moon to the Clippers and Baron Davis to the Cavaliers.

The Cavaliers, who had the second-worst record (19–63), had a combined total of 227 chances (22.7%) to win the lottery, which consists of 199 chances (19.9%) from their own pick and 28 chances (2.8%) from the Clippers' pick. As with the changes proposed in 2014, these changes were intended to disincentivize high-loss seasons by flattening the odds of getting the top pick and increasing the likelihood of the worst teams having to pick later in the draft. The lottery will determine only the top four picks in the draft, meaning the team with the worst record this season is still guaranteed no worse than a top-five pick. Outside of the lottery, there are other factors being leveraged in CBA talks that directly impact the draft. Owners offered to eliminate attaching draft pick forfeitures when teams sign a player who has declined a qualifying offer.

That should, in theory, go a long ways in making high-profile, qualified free agents more appealing to mid-market and small-market teams looking to take a step up the competitive ladder. After all, those small and mid-market teams rely more heavily on acquiring talent through the draft and grooming homegrown players. According to draft lottery odds, the Suns have the No. 10 pre-lottery position with a 14% probability of moving into the top four and a 3% chance of landing the No. 1 overall pick. Previously, the team with the worst record in the league had a 25% chance of landing the top pick, which the Sixers did twice in recent years, selecting Ben Simmons in 2016 and Markelle Fultz in 2017. The Golden State Warriors, Cleveland Cavaliers and Minnesota Timberwolves are all tied with a 14 percent chance of ending up with the No. 1 overall pick.

The Cavs have made the most selections at No. 1 of any team in the NBA at six total picks, while the Timberwolves have made just one pick at the top spot. The Warriors have had the first call three times, but haven't been first since 1995. After not winning last year's race for Zion Williamson, they might deserve a lucky bounce of the pingpong balls. Once the balls reveal the first four picks, the order then switches to the inverse, with the other 10 lottery teams going in order of their respective regular-season records.

Golden State finished the regular season with the worst record, and they are one of three teams with the best odds to land the No. 1 overall pick. The Boston Celtics again will be part of the process despite not having their own first-round pick in the actual lottery. If the Memphis Grizzlies land outside the top six in the lottery -- and there's a 97.6 percent chance they do -- their selection will go to the Celtics and complete a 2014 trade between the two teams.

If the Grizzlies miraculously jump into the top four in the lottery, Memphis will keep its 2020 first-rounder and instead send a 2021 first round pick to Boston unprotected. Unlike in recent years, there is no consensus No. 1 pick heading into the 2020 NBA draft. Georgia's Anthony Edwards is an explosive guard and thrived during his lone season in college while Memphis' James Wiseman could be a potential top-option despite playing just three collegiate games.
